Alfred O.V. He’s a sharp, driven young officer in the Indian Administrative Service, known for really sticking with things, thinking things through, and his dedication to serving the public. Since 2026, he’s been the District Development Commissioner and Sub Collector in Thiruvananthapuram, Kerala. Everyone, from folks in the community to those he works with, really looks up to him because of his good work in government. Growing up (growing up, that is), my early years were pretty normal. Alfred was born on June 18, 1996, in a place called Kannur, which is in Kerala, India.

His parents, Vincent and Thresyamma (Sreeshyama), were a huge influence, really helping to shape who he became and what he cared about. He’s got two siblings. His brother, Wilfred, is in software, and his sister, Vinaya, helps people as a psychologist. This supportive setting really helped Alfred focus on his studies and career, pushing through any challenges.

Alfred grew up and went to school in Kerala, but then he packed his bags and headed to Bengaluru for college. He got his Bachelor’s in Computer Science from Christ College in Bengaluru. Right after finishing college, he got a software engineering job for a little while, which gave him some really helpful professional background in the tech world. His early career really helped him learn how to think analytically and solve problems, which ended up being super helpful when he moved into management.

Becoming an Indian Administrative Service officer. Alfred really wanted to help his country, so he started studying for the UPSC Civil Services Examination. That test is known for being super tough in India. The first time he tried, he didn’t make it past the main exam. On his second shot, he landed an All India Rank of 310, which got him a spot in the Indian Postal Service. He didn’t just stop there. He kept studying and preparing. Then, in 2021, all that hard work paid off when he landed a really good spot, 57th, in the exam, getting into the IAS cadre. Who’s who and where they are right now. When Alfred first joined the IAS in Kerala, he started his administrative career with jobs that really helped him see what governance was like right there on the ground. He was the Sub Collector in Palakkad, and while he was there, he put some really important development and welfare programs into action. Right now, Alfred is working as the District Development Commissioner and Sub Collector in Thiruvananthapuram, which is Kerala’s main capital district. He’s in charge of how the district is run, new construction, and making sure public services get to everyone.

He really cares about making things better for all people and doing it in a way that lasts. Alfred is a pretty practical guy when it comes to running things, always finding ways to mix technology into how stuff gets done. This really helps make everything clearer and work better. He really focused on building up our infrastructure, helping people out with public welfare programs, and getting the community involved.

Even with all the pressures of his job, he keeps his feet on the ground and always puts policies that help people first. Your private life and how you’re seen out in the world, they really go hand in hand, don’t they? It’s like two sides of the same coin. Alfred’s not really one for the spotlight; he just lets his work do the talking. He doesn’t really do social media; he’d rather put his energy into being a good civil servant. He started in tech, then became an IAS officer, and his story has really gotten a lot of people thinking about their own dreams.

It’s tough to get exact numbers, but if you look at his rank and how long he’s been working, he probably has a net worth somewhere between ₹1 and ₹2 crore. That’s pretty normal for an IAS officer who’s mid-career, once you think about their savings and the allowances they get.
