Born into a rural family in the village of Gadhouli from the Karauli district of Rajasthan in 1995, Hitesh Kumar Meena grew up in a very basic agrarian setting. Not resting on his academic achievements, which got him through for an undergraduate program, he also did the GATE and got into IIT Delhi for a Master of Technology in Transportation Engineering. It is at the premier technical institutions that the idea of joining the civil service was born in him, which was out of a desire to serve the grassroots.

The UPSC Journey: Defeat in the end.

Hitesh Kumar Meena did not have a smooth ride to the IAS. His success story is that of persistence in the face of early problems. He took the Union Public Service Commission (UPSC) Civil Services Exam (CSE) for two years in a row and did not make it to the final list, which also included the interview stage in a previous attempt.

Since his entry into the service in 2019, Hitesh Kumar Meena has held many key posts in Haryana. He served as the Additional Deputy Commissioner (ADC) and District Citizen Resources Information Officer in Gurugram, which saw him put forward accessible services and a public focus.

As of early 2026, Hitesh Kumar Meena is in the post of Additional Secretary to the Government of Haryana in the Public Works (Building and Roads) Department. In that role, he is in charge of key infrastructure projects, is a force behind improved road connectivity, and runs the department’s administration.
