The Indian Administrative Service (IAS) is the backbone of India’s governance, which has in it an elite group of officers who stand out for outstanding merit and dedication. In this group, Radha Mishra does very well as a 2004 batch IAS officer from the Odisha cadre. What sets her apart is that she is the first woman from Odisha to do well in the Civil Services Exam, which she did at a very early stage of her career. Early Life and Educational Background

Born on June 9, 1977, Roopa Mishra is from a family that has for generations been dedicated to public service; her father, Danda Nirodh Mishra, was also an IAS officer. This may have instilled in her a sense of responsibility and governance from a young age. She did her higher education in Odisha, graduating with a Bachelor of Commerce (B.Com) from the preeminent B.J.B. College in Bhubaneswar.

Unlike what we see in many other aspirants who jump right into civil services prep, Mishra first went to get a professional management background. She got her MBA from Utkal University in Bhubaneswar. Post graduation, she did a short spell in academia and media, which included teaching at the Directorate of Distance and Continuing Education and hosting for a local TV channel. Her academic path, which included studies in business and management subjects, gave her a strong base, which in turn proved very valuable in her admin roles.

She was the first in her state of Odisha to do so and also the first married woman in India to do so. She put it down to the support of her husband, Anshuman Tripathy, who is an IIM fellow, and her family, which played a key role, also, which shows that personal life does not have to suffer for professional success.

Professional Career and Administrative Impact

Mishra’s time in the Odisha cadre has been characterised by proactive governance and a focus on development. She had early assignments, which included that of Sub-Collector in Khurda, which gave her the initial field experience. Also, she took up the tough job of District Collector in backward districts like Nabarangpur and Kalahandi.
In her time in Kalahandi, which is brought up as a phase of great improvement. At the start of her term, the district was in the midst of serious power outages, which in turn caused public restlessness. Mishra showed quick leadership in working with public representatives to restore the normal power supply. Also in the field of paddy purchase and implementation of the National Rural Employment Guarantee Act (NREGA), she did very well to create jobs.

Transition at the point of district administration to state-level policy saw her out as the Director of Drinking Water and Sanitation in the Government of Odisha. It was her efficiency that got her into the Central Deputation. As of early 2026, she is a Joint Secretary in the Ministry of Housing and Urban Affairs (MoHUA) Government of India. Also, what we see is that her tenure in this key ministry has been renewed, which in turn is a mark of the central government’s trust in her administrative capabilities.

As of 2026, Roopa Mishra will be 48. Though we don’t have precise information regarding her physical attributes, like height, which are not documented in public records, what is noted is that she projects a very dignified presence and professional attitude in official settings.

As a career civil servant, Roopa Mishra’s compensation is per the Indian Administrative Service pay scales. In the case of Joint Secretaries, who is the post that Roopa holds in that capacity, they are placed in a particular pay bracket (14th Level) as per the judgment of the 7th Central Pay Commission. While it is not known exactly what Roopa’s personal net worth is at present, that is in keeping with the private life of government officials’ policy; what is reported is her income, which is from the base salary and allowances as given out by the government.
